摘要
改革开放以来,社会管理体制改革滞后于经济体制改革。2000年以后,社会管理体制改革加快了发展的步伐,基层社会管理体制的结构性改革也一直在探索之中,从“政府管理”“多元化的共管共建”到“三驾马车”及“二级政府、三级管理”“三社联动”等。本文基于改革开放以来城市社区基层管理体制演进的实践探索过程,提出和论述“社区共治体”的理念。
Since the reform and opening-up, the reform of social management system has lagged behind that of economic system. But it has sped up since 2000, with constant exploration in structural reform of grass-roots social management system, from ＂government management ＂, ＂ diversified co-management＂ to ＂ troika＂ and ＂ two-level government, three-level management＂, ＂three-social linkage＂, and so on. Based on the practical exploration in the evolution of grassroots management system in urban communities, this paper puts forward and discusses the concept of ＂community governance＂.
