摘要
以呼图壁县参与农地流转的农业经营主体(转出户为普通农户;转入户为种植大户、专业合作社、龙头企业/公司)在此轮流转到期后是否愿意继续流转土地为主线,采用二元Logistic回归模型,分析呼图壁县农业经营主体农地经营权流转的显著影响因素。结果表明,流出方参与农地流转主要受流出方的年龄、转出期限、农地流出对象、农地流转的风险、对这次流转交易市场的信心等因素的显著影响;流入方参与农地流转主要受流入面积、流入规模扩大后农业生产遇到的困难、二轮承包期满后土地政策的预期调整性等因素的显著影响。并提出规范双方主体的流转行为、建立健全科学合理的市场流转价格机制和中介服务组织、完善农村金融服务体系、健全农村社会保障制度、培育市场主体、规范政府行为、充分尊重农民意愿等相应的对策建议。
Taking Hutubi county involved in the transfer of farmland of agricultural business entities（transfer households： ordinaryhouseholds; receiving households： large growers, professional cooperatives, leading enterprises/companies）after the expiration of thisrotation whether is willing to continue the transfer of land as the main line, using dualistic Logistic regression model, the paper analyzedthe significant influencing factors of farmland management right transfer in Hutubi county. The results showed that the main reason offarmland turnover was the transfer households＇ age, the time limit for transfer , the risk of farmland circulation and the confidence of thecirculation market. The inflow side involved in the transfer of farmland was mainly affected by the inflow area, the difficulties encounteredin agricultural production after the inflow of large-scale inflow, the expected adjustment of policies after the expiration of the secondround of contract land, and other factors. And the paper put forward the regulation of the transfer of the main body of the two acts,establishing and improve the scientific and rational market circulation pricing mechanism and intermediary service organizations,improving the rural financial service system, improving the rural social security system, fostering the market, regulating governmentbehavior, and fully respecting the wishes of farmers and other appropriate countermeasures and suggestions.
