摘要
近年来,群体性事件的频繁发生已经引起了社会的广泛关注,给国家和社会造成了严重的影响,特别是随着互联网技术的发展,运用微信、微博等新媒体技术的群体性事件不断增多,这些事件具有传播迅速、动员强大、影响广泛等特点。政府除了应该完善社会矛盾纠纷解决机制,出台相关政策,减少社会贫富分化,促进社会公平以外,还应该关注群体性事件发生的四个阶段即潜伏期、初发期、爆发期和衰退期,从这四个阶段入手,在不同的时期采取不同的措施,进而降低群体性事件的发生概率。
In recent years,the frequent occurrence of mass incidents has aroused widespread concern from the society,and has resulted in serious impacts to the state and the society. Especially with the development of Internet technology,the group events using We Chat,micro-blogging and other new media technology increase continuously. These events spread widely,are motivational and have broad effects. The government should improve the social conflict dispute resolution mechanism,make relevant policies,reduce the social divide between the rich and the poor,promote social equity. Besides,the government should concerns about the four stages of mass incidents namely the latent period,initial period,outbreak period and degenerating stage and takes different countermeasures in different periods,thereby reduce the probability of occurrence of mass incidents.
