摘要
社会主义协商民主是中国共产党领导人民在长期的革命、建设、改革实践中,结合中国国情并借鉴人类政治文明的有益价值,为发展社会主义民主政治、推进国家治理体系和治理能力现代化而创造的一种重要民主形式。而社会资本是推动社会主义协商民主建设的坚强基石。信任、互惠、参与是社会资本和协商民主共同推崇的基本理念,协商民主的运作离不开协商主体之间的互信、合作、参与、宽容。通过重视社会组织建设和管理,借助政府和民间的力量,建立公民之间的互信关系,积极培育社会资本,可为社会主义协商民主的健康成长提供优良的土壤和社会环境。
Combined with China＇s national conditions and the human political civilization of beneficial value,socialist deliberative democracy is a kind of an important form of democracy,which was created for developing socialist democratic politics and promoting the modernization of national governance systems and governance capacity by the Communist Party of China in long-term revolution,construction and reform practice.Social capital is the strong foundation of promoting the construction of socialist deliberative democracy.Trust,reciprocity and participation are the basic concepts of social capital and deliberative democracy.Deliberative democracy can not be separated from reciprocity,cooperation,participation and tolerance of the subject.So emphasizing the development and management of social organizations,establishing trust relationships between citizens with the power of government and folk,and cultivating social capital are essential to provide excellent soil and social environment for the healthy growth of socialist deliberative democracy.
