摘要
运用文献分析方法,阐述基本药物制度与基本医疗保险制度的关联,分析两种制度衔接的现状。结果显示,基本药物制度的实施有赖于基本医疗保险制度的配合,但两者的衔接效果不理想,医疗保险对基本药物制度建设参与不足,药物目录管理有待完善。因此,应加强医保机构对基本药物采购的参与,协调目录管理,并加快医保支付方式改革,落实药物报销政策,形成两种制度的最佳耦合状态,以推动医药卫生体制改革目标的实现。
Through literature analysis, this paper elaborated the connection between basic drug system and basic medical insurance system and analyzed the current situation of this connection. The results showed that the implementation of basic drug system depends on the coordination of basic medical insurance system, but the convergence effect is not ideal, including medical insurances＇ inadequate participation in construction of basic medical insurance drug system, and imperfect drug list management. Therefore, we should strengthen the medical insurance agencies＇ participation in the procurement of basic drugs, coordinate catalog management, accelerate the reform of the medical insurance payment, implement drug reimbursement policy and form the optimal coupling state of two kinds of system, thereby achieving the goal of promoting the reform of health care system.
