摘要
水利建设是我国基础建设的重要组成部分,在长期的水利工程工作实践过程中,各基层地区摸索出了一套较为完善的水利工程管理体制体系。然而,随着市场化改革进程的不断深化以及政府职能的转变,现有管理体制在实践中暴露出一系列亟需解决的问题。因此,对基层水利工程管理体制现状展开深入分析、探索,并提出相应的解决措施具有极其重要的意义。
Water conservancy construction is an important part of China＇s infrastructure construction. In the course of long-term water conservancy project practice, the grassroots areas have worked out a set of perfect management system of water conservancy projects. However, with the process of market reform, Deepening and the continuous transformation of government functions, the existing management system in practice exposed a series of urgent problems to be solved. Therefore, it is of great significance to analyze and explore the present situation of grassroots water conservancy project management system and put forward the corresponding measures.
