摘要
开发林业碳汇项目不但可以促进云南生态文明建设,实现经济社会可持续发展,还可以抵消温室气体排放量,降低工业碳减排成本,加快云南落实和推进全国统一碳排放权交易市场的建设步伐。文章阐述云南省林业碳汇项目发展的现状和趋势,分析林业碳汇项目发展中存在的林业碳汇家底不清,技术力量不强,政策机制引导不够,社会认知度不高等问题,提出林业碳汇项目的发展路径和政策建议。
The development of forestry carbon sequestration project can not only promote the construction of ecological civilization and realize the sustainable development of economy and society, but also offset the greenhouse gas emission and cut the cost of industrial carbon reduction, which accelerates Yunnan to implement the national unified carbon emissions trading market construction. This paper analyzed the present status and development tendency of forestry carbon sequestration in Yunnan, pointed out the problems of lacking defined cognition on resource condition, qualified technology, incentive policy mech- anism and high social awareness, as well as put forward the path and policy suggestions for the develop- ment of forestry carbon sequestration in Yunnan Province.
