摘要
建立在网络购物平台之上的网络交易市场,有着传统市场所不具有的特性,即没有实体,依赖于虚拟信息数据的传播与交流。因此对这个市场的监管工作变得尤为复杂,主要的问题有:经营者信息不实,商品质量难以保障,格式合同影响交易公平,信息和财产安全受到威胁,售后监管力量薄弱,信用评价机制失灵。对此,应综合运用线上线下手段,整合网购平台和政府部门的监管职能,从网络经营者信息认证、交易安全机制以及售后监管机制三个环节入手,构建统一高效的网购市场监管机制。
Abstact ：The online trading market ,which is based on the online shopping platform ,has the characteris- tics that the traditional market fails to have. The network market has no entity and relies on the spread and exchange of virtual information and data. So the supervision of this market has become particularly complex, the main problems include： the operator information is not true, the quality of goods is diffi- cult to protect, the format of contracts affects the transaction fairness, information and property security is threatened, weakening after-sales supervision, credit evaluation mechanism failure. Considering the characteristics of the online trading market,we should use the online and offline means to integrate the online shopping platform and the government departments of the regulatory functions, from the network operator information certification, transaction security mechanism and after-sales supervision mechanism to start a unified and efficient online shopping market supervision mechanism.
