摘要
"健康中国"战略要求将健康融入所有政策,作为一项长期系统工程,不能由某一个部门或某一项制度统管包办,需要政府、社会和全民的协同合作和共同推进。在近二十年的发展中,基本医疗保险对保障人民健康起到了重要的作用,在"健康中国"建设中也被寄予厚望。本文认为,要准确界定基本医疗保险与其他项目的责任边界,不能盲目扩大支付范围;要准确界定基本医疗保险各主体的责任边界,不能一味提高报销比例,也不能过度弱化个人缴费责任;要通过依法治理落实基本医疗保险责任分担机制,深化基本医疗保险支付方式改革,让其回归保险属性、发挥本质职能,在"健康中国"建设中做到不越位、不缺位,以全民医保促进全民健康。
Healthy China Strategy as a long-term systematic project, requires health into all policies, and requires government, society and the whole people to work together. In the past two decades of development, the Basic Medical Insurance has played an important role to protect people’s health, in the Healthy China construction also with high hopes.We argued that it is necessary to accurately de＇ ne the boundaries between the responsibility of the basic medical insurance and other projects, and can not blindly expand the scope of reimbursement. It is necessary to accurately define the boundaries between the subjects of the Basic Medical Insurance, and should not too weaken the responsibility of individual contributions, and can not blindly increase the proportion of reimbursement. Through the implementation of the Basic Medical Insurance responsibility sharing mechanism, deepen the Basic Medical Insurance reimbursement reform, let it return to the insurance properties, play the institutional functions and basic role, not of side or vacant, and promote the health of the whole people.
