摘要
联合国安理会第1325号决议是针对性别平等问题的一个具有里程碑意义的重要决议。尽管国际社会已在推行该决议方面取得一定成就,但是仍然存在诸多问题。非洲地区作为当前世界最为动荡的地区,妇女在参与和平进程中面临严峻挑战,通过制定基于3P框架的应对策略,即:建立有效的性别反应机制,提高妇女在和平进程中的参与程度,同时加强保护妇女在冲突中和冲突后的各项人权,可以有效提高妇女在联合国和平行动中的参与程度。
The SCR 1325 is a landmark document on gender issues in UN history. It has already made great progress during the past decade. However,it still faces a lot of challenges especially in the African countries. This thesis puts forward the strategies based on the 3P approaches to enhance the participation of African women in UN peace operations,which includes establishing effective responding mechanism,promoting women ’s participation in peace process and protecting women’s human rights during and after the conflicts.
