摘要
以蒙开个大型灌区为研究对象,对其体制、市场方面存在的问题,进行管理体制改革,并基于体制改革建立了水权市场。管理体制改革为用水户参与灌溉管理模式,加入供水公司和用水者协会两个元素;水权市场重点构建了农业与其他用水部门之间交易流程和农业内部交易流程。结果表明,管理体制的改革有利于用水户参与度的加强,水权市场的建立有利于发挥市场配置资源的作用。
Taking Mengkaige irrigation district as research object, the management system reform is studied and then the water right market in irrigation district is established based on the reform to solve the problems of management and marketing systems. The management mode is reformed into self-financing irrigation and drainage district management mode, whieh included two factors of WSC and WUA. The water right market focuses on water trade proeesses between agrieulture and other water users or between agrieuhure water users. The results indicate that the reform of management system is beneficial to strengthen the participation of water users, and the establishment of water right market is benefieial to play the role of market in resource allocation.
