摘要
"管办评分离"是教育治理现代化的重要举措,其核心在于依法治教,其重点在于制度与机制建设,其目标是构建政府、学校、社会之间新型关系。在"管办评分离"背景下,我国民族院校实现内部治理模式创新聚焦于三个基本问题:如何在民族院校建设和发展现代大学制度?如何将内部治理与民族院校的特殊要求结合?如何发展有中国特色社会主义的民族高等教育?基于对三个基本问题的分析,并结合云南民族大学创新内部治理模式的经验总结,提出我国民族院校创新内部治理模式的基本导向是团结进步,首要任务是完善以党委领导下的校长负责制为核心的现代大学制度,关键问题在于与民族院校特殊性结合,重点内容是机制建设,基本途径是制定权力清单、责任清单和问责清单。
Under the background of separation structure among ＂administrate -hold -evaluate＂, this paper systematically discusses the three basic problems on the innovation of the internal governance mode in the national colleges and universities within China, which turn out to be how to develop the modern university system, how to combine the internal governance with the special requirements of the national colleges and universities, how to develop the socialist ethnic education with Chinese characteristics？ The analysis and summary of internal governance model innovation are based on the experience of Yunnan Minzu University to put forward the basic orientation of internal governance mode of China＇ s National Institutes on innova- tion ; national unity ; the primary task is to develop modern university system on the basis of the principal re- sponsibility system under the leadership of the Party committee, the key problem is the combination of the particularity of national institutions, the emphasis content is mechanism construction, the basic approach is the bill of rights - responsibilities - accountability, and universities of nationalities must adhere to the characteristics of socialist ethnic education.
