摘要
对云南省近年来违法使用林地案件特点进行分析。结果表明,违法使用林地案件高发,重点项目违法多,公路、铁路等线状项目违法多,恢复林业生产条件不理想,异地使用行为多。提出开展事前核查,加强宣传,加强基层林业机构建设,加强日常巡查,加大对违法行为的处罚力度,建立打击破坏林地的长效机制,定期开展专项打击行动,修改有关法律法规等建议。
This paper analyzed the characteristics of illegal use of forest land in Yunnan Province in re- cent years. Results showed that the incidence of illegal use of forest land cases was high, such as key projects, highway, railway line project, which lead to imperfect restore forestry production conditions. Therefore, this paper put forward suggestions to check in advance, strengthen propaganda, strengthen the construction of forestry institutions, strengthen the daily patrol, increase the intensity of punishment for violations of the law, build a long-standing mechanism to protect woodland, regularly carry out special operations, modify relevant laws and regulations and so on.
