中国"三北"地区风电装机及热电装机容量迅猛增长,导致电网调峰矛盾日益突出。2014年,东北电网建设了电力调峰辅助服务市场,意图采用经济杠杆和市场手段来调动火电企业调峰的积极性,提高清洁能源的消纳能力,缓解电网调峰的紧迫压力,确保电网安全稳定运行。为了给进一步完善东北电力调峰辅助服务市场规则奠定基础,文中重点介绍了东北电力调峰辅助服务市场的时代背景、设计目标、基本理念,以及详细的市场规则设计、运行实践、存在的问题等。实践结果表明,东北电力调峰辅助服务市场在提高系统调峰能力、促进清洁能源消纳等方面取得了良好的效果。
With the abrupt growth of installed capacity of wind and thermal power units in the northeast, northwest and North China, difficulties in power system operation and peak regulation are becoming increasingly outstanding.
