摘要
针对中国目前的劳动要素变化情况,从理论及实证角度来研究中国各区域2001-2010年技能偏向型技术进步的存在与大小,结果显示考查期各区域都存在技能偏向型技术进步,但进步指数在逐年下降,且同期相对落后地区的进步指数,普遍要高于相对发达地区的技能偏向型技术进步指数。相对不发达地区应注重技能型人才的培养引进使用,充分利用技能型与非技能人才边际产出比相对较高的特征来促进地区的经济增长;发达地区技能偏向型技术进步指数较低,解决技能与非技能型人才协调使用的同时,应注重企业与地区间的研发联合,促进更高级别的技能偏向型技术进步,吸纳更多的技能型人才,实现经济转型跨越式发展。
This paper analyzed the skill-biased technology progress in china from 2001 to 2010 by theoretical and empirical methods. The results show that all regions of china exist the skill-biased technology progress during 2001-2010, but the progress decline year by year. At the same time, the progress index value in the relatively backward areas are bigger than the relatively developed areas. In the relatively backward areas, they should pay more attention to the training and recruitment the skilled talents, make full use of the advantage of skilled talents high marginal output to promote regional economic growth. In the relatively developed areas they should focus on the coordination use the skilled and unskilled labor, at the same time should pay attention to the cooperation innovation between enterprises and regional.
