摘要
针对h指数缺乏中短期评价问题,本文从期刊评价的时间窗口进行了深入分析,认为根本原因是期刊论文被引峰值滞后期导致的流量指标与存量指标同时存在问题。在此基础上,提出了两个新的指标:h_(1_n)指数和h_n指数,并基于图书馆、情报与档案学期刊进行了实证,研究表明:期刊评价对象的时间窗口是文献计量学的基本问题;h指数需要创新以便和期刊评价的时间窗口对应;h_(1_n)指数与h_n指数能够提供期刊评价的新的信息;期刊评价对象的时间窗口可以深化h指数的进一步研究;被引峰值滞后期导致的期刊评价时效性差问题难以解决。
According to the problem that the h index is lack of medium and short term evaluation, this paper does deep analysis from the time window of the periodical evaluation and thinks the basic reason is that flow index and stock index exist problems at the same time because of the periodical paper referenced peak＇s lag phase. Based on this, this paper puts forward two new indexes： hl_n index and hn index and makes an empirical on the basis of the library, in- formation and archival science. The results show that the time window of periodical evaluation objects is the basic problem of literature metrology; h index needs to innovate in order to correspond with the time window of periodical evaluation; h~ n index and hn index can provide new information of periodical evaluation; the time window of peri- odical evaluation can deepen the research of h index; the problem that the poor timeliness of periodical evaluation which referenced peak＇s lag phase leads to is difficult to solve.
