摘要
建筑涂料行业是我国挥发性有机化合物(VOCs)污染人为排放源之一。对美国与欧盟的建筑涂料行业VOCs污染控制法规政策和标准体系进行了总结,并对我国建筑涂料行业VOCs政策与标准现状进行分析。在此基础上提出了我国建筑涂料行业VOCs污染控制及标准制定的建议,供有关部门参考。研究认为,应通过开展建筑涂料行业VOCs排放控制调查和污染特征研究,加强源头控制,实行市场准入标准和环境标志标准并行,制定相应管理措施,走出一条适合我国建筑涂料行业VOCs排放控制的高效之路。
Architectural coatings industry is one of the anthropogcnic emission sources of volatile organic compounds （VOCs） pollution in China and VOCs pollution reduced whereby has become a major concern. This paper summarized VOCs control regulation and standard system of architectural coatings industry in the United States and the European Union and analyzed the present situation for current VOCs regulations and standards of architectural coatings industry in China. Finally, some suggestions on VOCs pollution control and standards formaulating for architectural coatings industry in China were presented. It is believed that China can find a highly effective way for controlling VOCs in architectural coatings industry, through carrying on emission and control survey and polh.tion characteristics study of VOCs from architectural coatings industry, strengthening the source control, carrying out coexistence of market access standard and environmental labeling standard and formulating supporting management measures.
