摘要
西方大学的自治精神及其沿革表明,大学自治是大学发展的内在要求,促进着大学的进步。我国当代高校办学自主权与西方大学自治的精神是相通的,其间差异是我国特定发展阶段中的多种因素导致的;我国社会系统中的历史和现实的多种因素,既在促进高校办学自主权的形成与落实,又在制约着我国高校办学自主权的丰富与进步。与部属高校相比,我国地方高校的办学自主权处于相对受到压缩的状态,导致这种格局的主要原因同样是国家发展过程中多种因素的影响。改进我国地方高校乃至部属高校的办学自主权,需要社会的系统推进和整体协同,是一种历史过程。
The main spirit and historic evolution of western university autonomy show that autonomy is an intrinsic requirement that effectively promote university development. University autonomy in China has the same connotation with the western university autonomy, however, differences do exist due to multiplereasons that promote university autonomy on the one hand, meanwhile hinder the perfection of university autonomy on the other hand; the autonomy situation of local universities does not compare with the State-running universities due to sophisticated reasons. The perfection of university autonomy is a historical process,needs joint efforts from different sectors of the whole society.
