摘要
怒江州是我国典型的高山峡谷地貌区,其森林覆盖率高、山高坡陡、交通不畅、少数民族多及经济落后等多方面因素导致其森林防火形势严峻。开展怒江州森林防火体系构建,是保障区域丰富的生物多样性和人民生命财产安全和促进边境稳定的重要举措,并且对我国西南山区进行有效的森林防火体系构建具有重要的借鉴和示范价值。通过对怒江州防火现状、地形地貌、森林分布及人居活动情况分析研究,针对性地把全州分为"高山保护与监控区,中低山重点巡护区,河谷群众联防区"等三个森林防火功能区,因地制宜开展防火工程建设,为怒江州构建立体、现代、高效的森林防火预警及扑救保障系统,助力生态文明建设。
Nujiang is a typical alpine and gorge area in China. Its forest coverage is high, the mountain is steep and steep, and the traffic is not smooth, and many factors such as the directly-entering-socialism ethnic groups and economic backwardness lead to the biggest forest fire situation. To carry out the construction of Nujiang forest fire prevention system, is an important measure to ensure the safety and prosperity of the people＇s life and property and to promote the stability of the border, and it is an important reference and demonstration value for the construction of an effective forest fire prevention system in the southwest mountainous area of China. Based on the analysis of the status quo, topography, forest distribution and human settlements in Nujiang area, this paper divides the whole state into ＂mountain protection and monitoring area, middle and low mountain key patrol area and valley mass defense zone＂, and carries out fire engineering construction, for the Nujiang Prefecture to build three-dimensional, modem and efficient forest fire warning and fighting security system to enhance ecological civilization construction.
