小农水建-管-用契合度测算——以豫西Y县为例被引量：1

Measure of Matching Degree of Construction-Management-Usage of Small Irrigation and Water Conservancy Vacilities——A Case of Y County in the West of Henan Province

摘要以小农水"建""管""用"间契合问题为研究对象,运用契合度模型测算豫西Y县小农水"建""管""用"间契合度,测算结果是,小农水"建""管"间契合度在0.3~0.4,即小农水"建""管"间处于轻度失调状态;小农水"管""用"及"建""用"间契合度在0.2~0.3,即小农水"管""用"及"建""用"间处于中度失调状态;小农水"建""管""用"间契合度在0.3~0.4,即小农水"建""管""用"间处于轻度失调状态。结果表明,2014年豫西Y县小农水运行中仍存在"建""管""用"脱节现象。因此,为实现小农水有效治理,应通过构建农民用水合作组织等手段推进小农水治理组织建设,明晰和强化小农水"管""用"主体功能,全面推进小农水"建""管""用"间协同共治与协调发展。 The question about the matching among the ＂construction＂, ＂management＂ and ＂usage＂ ofsmall irrigation and water conservancy facilities（SIWCF） was taken as the research object and the matchingdegree of SIWCF ＂construction＂, ＂management＂ and ＂usage＂ in Y County in the west of Henan Provincewas measured in this paper, the measured result was： the matching degree between SIWCF ＂construction＂ and ＂management＂ was 0.3-0.4, namely there was mild disorder between SIWCF ＂construction＂ and ＂manage-ment＂; the matching degree between SIWCF ＂management＂ and ＂usage＂ and between ＂construction＂ and ＂usage＂ was 0.2-0.3, namely there was moderate disorder between SIWCF ＂management＂ and ＂usage＂ andbetween ＂construction＂ and ＂usage＂; the matching degree among SIWCF ＂construction＂, ＂management＂ and ＂usage＂ was 0.3-0.4, namely there was mild disorder among SIWCF ＂construction＂, ＂management＂ and ＂usage＂. This result showed that there was still a disconnection among SIWCF ＂construction＂, ＂management＂ and ＂usage＂ in Y County in 2014. Thus, the key step to realize SIWCF effective governanceis promoting the organization building in SIWCF governance vigorously by the means of the construction offarmers＇ water cooperation organization in order to define and strengthen the function of the subjects ofSIWCF ＂management＂ and ＂usage＂, in order to promote the collaborative governance and coordinateddevelopment of SIWCF ＂construction＂, ＂management＂ and ＂usage＂ comprehensively.
