摘要
完善校院管理机制是现代大学制度改革的核心内容之一,其改革动因是激发学校基层学术组织的创新活力,提高学校整体办学效益和办学水平。校院之间资源与政策的博弈是改革的焦点和难点问题,需要避免校院权责"零和博弈"的改革陷阱。上海交通大学在以往"院为实体"改革的基础上进一步提出了"院办校"改革,在目标-手段一致性、人性化制度设计和契约管理三原则下,开展了"院系综合预算"和"协议授权"两项改革,积极探索中国特色的校院协同治理体制。
To improve institutional management is one of the main tasks of modern university governance reform. Its aim is to inspire the innovation of various academic units within the university so as to enhance the overall efficiency and performance. The focus and difficulty of the process lies in setting the game rule for resource allocation and po level. Shanghai Jiao Tong liey making, avoiding zero-sum game between the university level and the departmental University proposes a new reform called "empowering departments and colleges" based on the previous reform "departments and colleges as entities". Under three principles (coherence of targets and measures, people-oriented policy making, and management by contract), the new reform is carried out in two aspects toward better governance: comprehensive budgeting of departments and colleges, and authorization by agreement transferring power to departments and colleges.
