摘要
落实高校的二级学院治理体系是时代发展的必然要求。二级学院以高校整体的战略布局为目标定位,坚持特色化的学科发展,满足供给侧结构性改革需求,协同高校内外部之间的关系。二级学院在构建治理体系过程中遭受外部权力的管制,以及内部治理行为的失范、行政权力与学术权力的失调等问题,必须在实践中探索制度化、精细化、组织化的发展路径。
The implementation of the affiliated colleges governance system in colleges and universities is an inevitable requirement of the development of the times. In order to meet the needs of supply side structural reform and to coordinate the relationship between inside and outside of colleges and universities,the affiliated colleges must take the overall strategic layout of universities as the goal,and insist on the characteristic development of disciplines.In the process of constructing the governance system,the affiliated colleges are subject to the control of external power,the lack of internal governance behavior,the imbalance between administrative power and academic power,so we must choose institutionalized,refined and organized development path in practice.
