摘要
在朝鲜的"甲申政变"爆发之后,中日两国之间的关系极度紧张。清政府方面担心日本借机发动战争,于是命令驻日公使徐承祖探察日本政府的动向。徐承祖经过探访,终于找到一位能够获知日本政府内部决策情况的"谍者"。这位"谍者"的真实身份是曾在幕末担任过多种要职的朝比奈昌广。他向清政府驻日使团提供了一系列重要情报。但情报中所透露出的日本方面的战略意图与战略目标,却没有受到应有的重视,并没有使清政府方面形成长久的危机感和防范意识。
After the Kapsin Political Coup in Korea, the Sino-Japanese relationship became tense immediately.The Qing government worried that Japan would ignite a war, so it ordered Xu Chengzu, the ambassador to Japan to probe into and find out the internal moving tendency of the Japanese government.Xu Chengzu successfully found an intelligence worker, Asahina Masahiro who could obtain the internal intelligence of the Japanese government and who once held various important positions in the late Edo period.He provided a series of important intelligence to the Chinese Diplomatic Mission in Japan, but the strategic intentions and goals revealed in these intelligence had not been paid due attention, and had not been able to make Qing government develop a long-term sense of danger and sense of defense.
