                    保证高利害考试中综合素质评价的真实性是一个现实性难题,英国从组织管理、制度规范和监督机制多个方面构建了一套完善的舞弊预防与惩戒体系。预防措施包括监管机构实施资质认证和考试授权;授证机构提供舞弊防范指导和风险预警;考试中心执行动态监控和公示、外审、抽查制度;保护检举者权益。惩戒措施包括制定责任主体明确、审计权力制衡舞弊处置流程;执行针对性强、威慑力高的多层分级惩戒。
                
                How to ensure the authenticity of the comprehensive quality evaluation of the high stakes exami- nation is a practical problem that needs to be explored urgently. A comprehensive defense line of anti fraud has been constructed in the United Kingdom, which contains organizational management, institutional norms and su- pervision mechanisms. The system of malpractice prevention and punishment is constructed in the United King- dom which contains independent components such as qualification regulator, awarding organization and centers. Qualification regulator ensures the credibility of the controlled evaluation by qualification exam authorization and other administrative constraints;awarding bodies provide prevention manual in order to avoid cheating;examina- tion centers monitor the whole evaluation process, at the same time awarding bodies give the other center the rights to make external moderation in the external audit system and inspection systems. The whistleblower's rights will be protected according to public interest disclosure act. Awarding organization set up a complete malpractice investi- gation and punishment norms.
