摘要
大中型水库移民避险解困政策以帮扶对象的居住安全和脱贫致富为目标,采取搬迁安置、住房建设、设施完善、产业扶持、培训就业等措施,从根本上解决特困移民居住不安全、生存环境恶劣、生活贫困等问题,提高帮扶对象的收入。通过对近3 a从事的省、县级避险解困规划编制以及各类政策稽查调研工作总结,分析了政策实施过程中存在的各类问题,并提出了针对性的建议,可为下一阶段顺利推进水库移民避险解困工作和易地扶贫搬迁工作提供参考。

Through the summary of danger prevention and poverty alleviation planning for province - level and county - level and policy investigation in the past three years, we analyze various problems in the process of policy implementation and put forward specific suggestions for the reference in the promotion of danger prevention and poverty alleviation work in the next stage.
