The history of Norway sports organization and policy is based on the cooperation and win-win situation between the government authorities and the sports volunteer organizations. Norway sports policy by the State Department of Cultural Affairs under the Ministry of sports management, the state provides financial support for sports facilities, and support the sports volunteer organization. Norway has clearly pointed out the reasons for all kinds of sports. These reasons are closely related to health, education and culture. Norway volunteer sports department consists of umbrella group, which consists of the special national sports organization network, regional sports organization, special sports organization, local sports committee and more than 12 000 sports club form. The vast majority of the work in the sports club is voluntary. Norway sports club＇s clear organizational form and autonomy to the implementation of sports policy challenges, and the government is the lack of adequate policy to stimulate the implementation of various policy objectives in the voluntary system. The future of sports policy in Norway is focused on the local clubs and young people who provide sports activities （usually the object of policy intervention） .
