摘要
构建超越对数成本函数,估计不同种类农业基础设施投资在粮食生产中对私人投入要素替代程度和成本结构调整的影响,进而测算基础设施的总成本节约效应,并结合WTO贸易规则提出相应的政策建议。涉及的农业基础设施包括电力、道路和改善农田水土条件的基础设施建设。结果表明,基础设施能够降低粮食生产成本,提高产品国际竞争力;总成本节约效应显示基础设施与劳动、物质资本投入呈现替代效应,与资本呈现互补效应;不同种类基础设施对粮食生产的影响不尽相同,农田水利设施、道路建设主要节约劳动与物质资料投入,电力设施主要节约资本投入。应继续加大农业基础设施投资,不同粮食主产区应根据区域内种植结构、基础设施投资存量与基础设施短板有重点地实施投资。
This paper constructs a model of different types of agricultural infrastructure effect on grain production cost based on Translog cost function framework, which including three kinds of mechanisms, that is private input quantity, structure and the comprehensive way. Then, several corresponding policies suggestion are provided according to WTO trade rules. Infrastructure is including electricity, road, land rehabilitation and irrigation. The results show that the infrastructure can reduce the cost of grain production and improve the international competitiveness, the comprehensive mechanism show infrastructure stock is a substitution to the private labor and intermediate input, while the opposite is true for capital. The effects of different type of infrastructure is various, irrigation, land rehabilitation and road can save labor and intermediate input, electricity can save the capital input. China should continue to increase investment in agricultural infrastructure, noticing that different regions should invest according to regional planting structure, local infrastructure stock and infrastructure weakness.
