摘要
本文围绕什么是创新驱动、怎样实现创新驱动这一主线,研究了发展动力转换、创新方向选择、全面创新支撑、先发优势带动四个基本问题。认为发展动力转换就是把发展的驱动力从物质资本转换为人才资本、知识资本等无形资本,必须把人力资本和知识资本的开发放在首位;坚持"三个面向"的创新方向,必须建立引领型创新体系,包括智能型新兴技术体系、以企业为主体的国家创新计划体系、有效科技供给体系;全面创新包括科技创新,还包括以知识为基础的非科技创新,主要是设计创新、服务创新、技能创新、经营创新、组织创新、管理创新,以及金融创新、政府创新、制度创新等;先发优势带动就是以先发展的领域、产业、地区为基础,先发展带动后发展,共同创新发展,包括战略力量引领未来、领军企业带动行业发展、中心地区带动全局发展。
The paper focused on the explanation of what is innovation driven and how to realize it, and studied 4 principle issues： transformation of development driving force, choice of innovation direction, all-round support of innovation and first-mover advantage drive. Development driving force should transform from material capital to immaterial capital, such as human resources, knowledge capital. Human and knowledge capital should be in the first place. Persisting in innovation direction with 3-facing, we should build leading innovation system, including intelligent new emerging technique system, national innovation program system in which enterprises is inuovation subject, and effective supply system of technology. All-round innovation should include not only technological innovation, but also knowledge-based non-technological innovation, mainly including innovation of design, service, skills, managing, organizing, operating, financing and system. Field, industry and region with first-mover advantage should lead the late-development, realizing strategic power leading future, the leading enterprise advancing industry development, core area promoting all-round development.
