摘要
学校的实验室是重要的教学和科研基地,其涉及的危险化学品种类和数量逐年增加,若管理不当极易导致危害事故,严重威胁人员生命和财产安全。为了改进学校危险化学品管理水平,针对国内外科研院校危险化学品的管理现状进行了综述,并通过对12家科研院校的实地走访和问卷调查,分析了目前我国科研院校危险化学品管理中存在的主要问题和安全隐患,并就应用大数据策略提高管理效率和质量进行了探讨。研究表明,正视信息不畅、管理不严、队伍不强、宣传不力等问题,在强化常规措施的基础上引入大数据技术,积极构建统一的科研院校危险化学品信息化管理平台,实现安全风险评估与预警,将有利于突破我国科研院校危险化学品管理瓶颈。
The laboratory is the important base of teaching and researching in research institutions,where involved hazardous chemicals are increasing year by year. If mismanagement of hazardous chemicals happens,it will bring huge risks on the safety of people 's life and property. In order to improve management of hazardous chemicals in research institutions of China,the general situation of hazardous chemicals safety management in research institutions both at home and abroad was summarized,and the major problems and hidden risks of current management on hazardous chemicals in laboratories of research institutions were analyzed via field visit and questionnaire survey in 12 research institutions of China, then the big data strategy of hazardous chemicals safety management was proposed and its application effects were explored. The study indicated that there were several problems in the information mastery,system implementation,personnel quality and safety publicity of hazardous chemicals management in research institutions of China. In consideration of the situation,we should be active for the establishment of corresponding information management platform so as to realize the risk evaluation and early warning of hazardous chemicals by using big data technology. It will be beneficial to break through the bottleneck of hazardous chemicals management in Chinese research institutions.
