In recent years, some tile inscriptions and clay seals of the Warring-States Period to the Qin Dynasty unearthed in Xi'an area bear the contents related to the toponym "Fengqiu ~ 酆邱 " and the official titles of "Fang chang 酆丞 (deputy magistrate of Feng)", "Fang 豐玺 " and so on which were of the rank of the district level. Moreover, in the bamboo slips of the Western Han Dynasty unearthed at Zhangjiashan in Hubei, the toponym "Fengxian 酆县 (Feng District)" has been also seen. According to the historic literature, the Feng District, which was the hometown of Liu Bang, the founding emperor of the Western Han Dynasty, was set after the downfall of the Qin Dynasty, and its name was written as Feng 豐, which was different from the 酆, which was the capital of King Wen of the Zhou Dynasty. After examination, this paper pointed out that the Feng District mentioned in the tile inscriptions, clay seals and bamboo slips was a district under the jurisdiction of the Neishi (Metropolitan area) of the Qin and Han Dynasties.
