摘要
当前大量分布式能源(DER)连接到电网,给电网的可靠性和鲁棒性带来了负面影响,使配电系统运营商(DSO)或平衡责任方(BRP)对电网的管理更加复杂。监管部门为了加速对可再生能源技术的投资,通过长期合约制定了上网电价补贴政策,保证了大部分可再生能源可由此获益。将来如果这些上网电价补贴政策不存在了,需要研究新的场景。能源服务开放系统(OS4ES)是一个欧洲的研究项目,该项目调查基于IEC 61850的新场景所需要的技术。文章介绍的欧洲OS4ES项目提出了一种使DER系统通过注册到集中器来实现提供电能服务的策略,项目开发出的模型可为正在制订中的IEC 61850-90-15提供参考。
Today, mass presence of distributed energy resources (DERs) connected to the grid is often seen as having adverse effects on grid reliability and robustness, thus complicating or even compromising the network management by DSOs (Distribution System Operators) and other Balance-Responsible Parties (BRPs) . Today, renewables benefit from a feed-in tariff that is guaranteed with a long term contract that was established by the regulation authorities to accelerate the investment in renewable technologies. Since it is assumed that this will not be the case anymore in the future, new scenarios need to be developed. The European research project Open System for Energy Services (OS4ES) investigates technology used for such scenarios based on IEC 61850. The concept is an approach, where a DER system is offering its electrical energy functions as a service through a registry to an aggregator. The model developed as part of the project has been submitted as input to the ongoing standardization work for IEC 61850-90-15 8DER grid integration) .
