摘要
高校智库具有丰富的内涵,同时具有独立性、非营利性、教育性与政治性的多元化特征。在现实建设中,受发展历程与发展环境的影响,出现格局失衡与职能失位、底蕴不足与理念偏颇、结构失调与能力孱弱、保障机制严重缺失的问题。加强高校智库建设,需要从思想层面、战略层面、操作层面、保障层面入手,需求突破的主要路径。
Universities think tanks are rich in connotation,but also has diversified characteristics of independence,non-profit,education and politics.In real construction,universities think tanks affected with the development process and development of the environment show the pattern of imbalance,out of functional position,lack of connotation,philosophy deviation,structural imbalance,weak capacity,serious lack of safeguard mechanism.Strengthening the construction of university think tank needs the main path of a breakthrough from the perspectives of the ideology,the strategy,operation and security.
