2014年下半年以来国际油价暴跌,石油企业经营发展特别是上游业务受到严重影响。面对严峻挑战,国际石油公司的投资规模大幅缩小,但上游投资比重保持稳定;以降低承包商费用为重点大幅压减成本,但研发投入比重有所上升;通过资产和股权转让优化资产组合。国内石油企业也在推进专业队伍市场化运行、下放基层经营自主权等做法。这些做法,为低油价下石油公司探索和思考完善经营发展策略提供了有益的借鉴。
International oil price has dropped dramatically since the latter half of 2014 which made a great impact on oil companies' operation and development especially for the upstream business. Facing the severe challenges, on the one hand, international oil companies significantly reduced the investment scale, but kept the stable investment proportion in upstream; reduced the cost greatly by decreasing the contractors' charges, while increased research input a little; optimized their portfolio by transferring assets and stock rights. On the other hand, the domestic oil companies promoted marketization of professional teams and transferred operation autonomy to the primary level departments. All these practices provided helpful references for oil companies to probe, think and improve their operation and development strategies under low oil price.
