摘要
针对湖北省鄂北地区水资源短缺情况以及水资源开发利用中存在的主要问题,通过当地水资源三次平衡分析,可对当地的水资源做到充分利用。三次平衡后的供需缺口需通过进一步水资源配置,如外流域引水解决。通过对三次供需平衡的计算原则、分析方法的阐述,奠定了本次分析的理论基础。在鄂北地区实例分析中,在不考虑节水措施的基础上充分挖掘了当地水资源开发利用潜力。这不仅体现了国家治水方针,也为开展外流域引水提供技术支撑和必要条件。
Aiming at the water resources shortage and the main problems from the development and utilization of water reources in the north region of Hubei Province,the local water resources therein can be fully utilized through the triple supply and demand balance analysis on the local water resource. The supply-demand gap after the triple balance must be filled through the further water resources allocation,i. e. water diversion from the outside of the watershed. Based on the description on the calculation principle and analysis method of the triple supply-demand balance,the theoretical basis for the analysis of this time is laid. In the case analysis on the north region of Hubei Province,the potential of the local water rsources is fully exploited on the basis of without considering water-saving measures. This not only reflects the national water control policy,but also provides the technical support and necessary condition for the water diversion from the outside of the watershed.
