摘要
宿迁市宿豫区根据国家农业水价综合改革要求,立足设施配套完整化、协会运行规范化、产权明晰责任化、定额管理精细化、奖补激励精准化的"五化机制"建设,抓实计量收费、定额考核、农户参与"三个环节"促进农业节水,依靠"四个到位"保障政策落地,紧扣"五个方向"实现持续推进。
According to the requirement of agricultural water pricing reform in Suyu District of Suqian City, a mechanism is formed that focus on perfecting counterpart facilities, standardizing operation of associations,clarifying property right and obligation, applying quota-based management and specifying award for incentives. At the same time, water conservation in irrigation, policy making and sustainable development are highlighted.
