摘要
淮河上游是山区河道，山高谷深，源短流急，加之该区域为河南省三大暴雨中心之一，使这里常常发生峰高量大的大洪水，致使沿淮两岸人民饱受洪涝灾害之苦。分析河南省淮河干流防洪存在的问题，提出防洪减灾的对策措施，对沿淮人民防洪保安、防汛抢险及沿岸经济社会的发展具有重要意义。分析了河南省淮河干流防洪工程的现状及存在的问题，针对相应问题提出了淮河干流堤防加固的对策措施及提高淮河干流防洪标准的途径。
Huaihe river upstream is hilly river, whose flow velocity is urgent. And this area is one of the three major storm center, so the flood with high peak often occurs , which causes people on both sides along the Huaihe River suffering. The analyzing on the existing-problems of flood control in the Main Stream of Huaihe-River of Henan province and proposing countermeasures of the flood control are very important to controlling flood and develop and the coastal social and economic development. The Actuality and Existing-Problems of the flood control projects in the Main Stream of Huaihe-River are analyzed. The countermeasures of dike-reinforcing and the way to improve the standards of flood control in the Main Stream of Huaihe-River are supplied.
