摘要
民国时期济南工商业组织形成了良好的运作机制,由于各种客观因素的限制,出现了诸如乱收会费、选举作弊等行业内或不同行业间的矛盾纠纷。以济南同业公会为考察对象,形成了借助同业公会、地方政府、司法等多种力量参与解决纠纷的机制,具有以行业"业规"为核心与国家法律法规相互结合以及以"公会"为辅、地方政府裁决为主导的解决纠纷的显著特点。
Jinan Industrial and Commercial organizations in Republic of China formed a good operation mechanism,due to various objective factors,there are some contradictions such as the arbitrary collection of contributions,election fraud with inside or different industrial and commercial organizations. Jinan Association for the study object,formed through a variety of forces Association,local government,judicial and other mechanisms involved in the resolution of disputes,the industry has to＂Rule＂as the core of the national laws and regulations combined with each other as well as to the＂Association＂,supplemented by local Government- led ruling as a significant feature of dispute resolution.
