摘要
从国家历史演进的视角对日俄体育战略进行了研究。日本体育战略经历了"脱亚入欧"转折期、竞技体育崛起期、大众体育兴盛期、人文体育倡导期4个阶段,嬗变中表现出军国主义色彩、重拾民族自信、普及与提高并重和谋求政治大国地位等特征。苏俄体育战略经历了民族问题解决期、美苏体育争霸期、体制转型与体育事业复兴期3个阶段,嬗变中表现出维护民族团结、展现制度优越、以人为本等特征。日俄体育战略在嬗变中国家政治诉求过于强烈,人本需求关注不足,在特定时期没有处理好竞技体育与群众体育的平衡关系。其启示在于:国家利益需求是体育战略发展的主要推动力;要全面认识体育的国家战略价值,满足新时期国家利益的需求;体育战略发展既要重视国家政治诉求,也要满足社会人本需求。
From the perspective of national historical evolution,the Russian sports strategy is studied. It is then introduced that strategy of Japanese sports that has experienced so-called Asia into the transition period,the rise of competitive sports,mass sports prosperous period,humanities advocated period four stages,the change of shades of militarism,regain confidence,popularization and improve and seeking political power and other characteristics. Russia witnessed sports strategic problem solving period,the United States and the Soviet Union had national sports period of the Renaissance period of system transition,and sports undertakings have three stages,the evolution in the show to maintain national unity and display system is superior,the people-oriented characteristics. Russo-Japanese sports strategy taste in the evolution of national strong political appeal,insufficient attention of humanistic needs. The period did not deal with the balance between athletic sports and mass sports. It is then put forward that national interests is the main driving force of sports development strategy. It is followed by an overview of the national strategy of sports value,meeting the needs of national interests in the new period; Sports development strategy should not only attach importance to national political demands It is also need to meet the demand of social humanism.
