摘要
地下管线建设对城市的发展至关重要,而地下管线档案是地下管线管理与维护活动的直接产物,理应得到特别的重视。美国811"一呼通"体系是由各地下管线权属单位及相关部门共同参与的地下管线协调管理体系,旨在鼓励地下基础设施的相关各方主动进行合作,更好地管理地下管线及其档案。文章借鉴美国的成功经验,分析我国地下管线档案管理与利用的现状,总结出优化顶层设计、建设信息平台与建立长效机制三点启示,以期对今后我国地下管线的建设、管理及维护等方面能够有所助益。
Underground pipeline is an indispensable part of a city. Underground pipeline archives must be taken seriously since they are direct products of the underground pipeline management and maintenance activities. One-call Notification System of USA is composed of related departments and units involved in the ownership of the underground pipeline, it aims at encouraging relevant parties of underground infrastructure to have underground utilities and its records in order by cooperate forwardly. This article analyzes successful experiences of USA and the situation of the record management and utilization of underground pipeline in China. At last, this article concludes the enlightenments for domestic research and practice： optimizing top-level design, constructing information platform and establishing long-term mechanism.
