摘要
近些年,全国各地个人极端暴力犯罪案件频发,以侵害对象不特定的泄愤型个人极端暴力犯罪更为猖獗。根据泄愤型个人极端暴力犯罪人的自身特征、社会属性及心理特征,认为其作案的原因主要是精神或身体上具有某些障碍或缺陷,长期存在负面情绪,法律意识淡薄,反社会人格突出。目前,我国的社会保障体系还不完备,人民群众的合理诉求经常无法通过正常途径表达和解决,也容易引发泄愤型个人极端暴力犯罪。公安机关的应对措施应以控制、打击、防范为主,以避免重大的人员伤亡和财产损失。
In recent years,the extreme violence crimes occur frequently all over the country,and especially crimes aiming at uncertain objects and venting private angers are more rampant.Based on analysis of the suspects＇ personalities,social attribute and mental characteristics,we believe that the suspects have obstacles or defects mentally or physically,negative emotions foe a long time,poor legal consciousness,obvious antisocial personality.At present,China＇s social security system is not perfect,and the reasonable demands of the masses have no normal channels to express and to be solved,which easily lead to extreme violence crimes of venting their anger.The public security organs should take corresponding measures to control,combat and prevent the crimes,so as to avoid heavy casualties and property losses.
