摘要
对公共体育场馆服务外包项目进行分析,认为公共体育场馆服务外包的综合质量,除包括过程质量、结果质量外,同时受决策质量影响,是全过程的质量管理。因而引入全生命周期理论,将公共体育场馆服务外包项目划分为准备阶段、商谈阶段、实施阶段和反馈阶段。在对不同阶段发展现状及目标分析基础上,提炼影响各阶段质量的主要因素,尝试性地构建公共体育场馆服务外包综合质量评价指标体系。
The authors analyzed the characteristics of public sports venue service outsourcing projects, and con-cluded that the comprehensive quality of public sports venue service outsourcing is full process quality control, af-fected by decision making quality, besides including process quality and result quality. Hence, the authors intro-duced the full life cycle theory, and divided public sports venue service outsourcing projects into preparation stage, negotiation stage, implementation stage and feedback stage. On the basis of analyzing the current situations and ob-jectives of development at different stages, the authors refined main factors that affect the quality at various stages, and tentatively built a public sports venue service outsourcing comprehensive quality evaluation index system.
