摘要
在当前精准扶贫"攻坚战"中,人才扶贫的缺席是个不可忽略的问题。在扶贫过程中,不仅精准识别需要专业人才的支持,动员和组织以及提升村庄合作水平、落实项目和发展经济等都需要专业人才的支持。目前在扶贫第一线的人才主要是行政干部,他们有组织、行政优势,同时也存在缺乏专业技术、社会信任以及其他科层制的问题,从而影响到扶贫的精准效率和公正。特岗教师政策的成功和党建扶贫的经验为人才扶贫提供了很好的政策启示:人才扶贫应是精准扶贫的关键。为此,本文提出四方面的政策性建议。
In the on- going "obstacles- removing battle"of precise poverty alleviation,absence of talents is a problem that cannot be ignored. In this process professional talents should be supported,mobilized and organized in order to promote village cooperation,project implementation and economic development. Also,officials are crucial on the frontline. They have the advantages of organization and management yet suffer from the disadvantages of lack of expertise and social trust and inconsistency of level,which in turn negatively affect their poverty alleviation efficiency and justice. The successful experience of special- post teachers and the poverty alleviation though the development of Communist Party of China indicates that in terms of policy talents are fundamental for precise poverty reduction. According,policy advice is presented in four ways in this paper.
