Ambiguity-Conflict Model:An Analysis of the Policy Implementation of Urban and Rural Compulsory Education Integration

摘要政策执行是政策运行的核心环节,政策执行是重要的,更是复杂的。城乡义务教育一体化政策有什么特点?其政策执行方式是怎样的?是什么因素主导着该政策执行的成败?本文以国家试验区为分析案例,依据模糊-冲突矩阵理论对城乡义务教育一体化政策的类型和执行方式进行剖析,并尝试构建城乡义务教育一体化政策在国家层面和地方层面的政策执行模型,在此基础上提出城乡义务教育一体化政策有效执行的应对之策。 Policy implementation is the core of policy operation. Policy implementation is important and complex. What are the characteristics of the integration of urban and rural compulsory education policy？ What is policy implementation？ This article showed a case study of the national experimental zone, based on the Ambiguity-Conflict matrix theory. Moreover, this article attempts to build the integration of urban and rural compulsory education policies and policy implementation model at the national level and local level.
