摘要
自2012年中央一号文件首次提出大力培育"新型职业农民"以来,新型职业农民的培育政策逐渐形成了一个比较完善的框架,在新型职业农民培育中扮演重要的角色。本研究基于政策文本分析法,较为系统地梳理了有关新型职业农民的政策。从当前政策文本看,其主要对新型职业农民的内涵、培育试点、培育主体、培育经费投入以及资格认定方面进行相关规定,体现出政策的延续性与层次性、部门的合作性与协调性、内容的完善性与科学性等特点。从现有政策看,其在立法保障、公平性、执行性和效益性方面依然有拓展和完善的空间。
Since the concept of ＂ new professional farmers＂ was first put forward by the No. 1 document from the national central government in 2012,the cultivation policy of new professional farmers has gradually developed into a fairly sophisticated framework and it plays an important role in cultivating new professional farmers. This study systematically investigates the policies concerning new professional farmers based on the analysis of policy text. From the perspective of policy text,it mainly stipulates the connotation,the pilot cultivation,the cultivation subject,the cultivation expenditure,and qualification confirmation,which reflects the characteristics of the continuity and tiers of the policy,the cooperation and coordination of departments,the perfectness and scientificity of the content. In terms of the existing policy,there＇s a lot space for growth in legislative guarantee,fairness,performance and profitability.
