摘要
公安部重点实验室是公安科技能力和水平的重要标志,围绕公安创新体系建设,结合科学研究、服务公安实战和人才培养的目标,讨论分析了公安部重点实验室的功能和定位;进一步统筹规划、科学构建公安部重点实验室体系,强调了与公安业务需求、服务实战和依托单位特色的三结合;强化了管理体制创新、人才建设和经费投入三项运行保障条件建设;最后从领导组织、科技创新平台建设和优化评估指标体系三个方面促进实验室改革和创新。
The key laboratory of Ministry of Public Security is an important symbol on the capacity and level of public security science and technology. Combining with the development of public security innovation system,the scientific research,and cultivating mode,the functions and roles of key laboratory of Ministry of Public Security are reconsidered.Overall planning and building of the scientific system of the key laboratory is put forward. The system emphasizes threepronged combination of the public security business needs,combat service of public security,and the units featuring;The system strengthens the construction of three operational security conditions which include the management system innovation,talent development and funding,; Finally,the system promotes the three aspects of leading organizations,that are scientific and technological innovation platform construction,optimization and evaluation. By these measures,laboratory construction,management and institutional innovation are strengthened.
