摘要
"十三五"是我国一个重要和特殊的时期,林业被赋予新的使命,也迎来新的发展契机。首先对"十三五"的林业发展进行展望,提出应统筹发展民生林业和生态林业、服务国家战略需求升级林业发展目标、立足于市场化改革和创新发展动力。其次分析了林业专业合作社的体系、内部治理、经营对象、空间分布和市场参与4个方面特征。再次,分析了林业专业合作社应继续定位于农民增收平台,拓展成为生态文明科普平台、森林资源培育主体和社会化服务平台林业专业。最后提出了坚持市场导向、加强示范引导和寻求多元政策支持等建议,以推进""十三五"期间的林业专业合作社建设。
The 13 th five year period is an important and special term for China. Forestry is endowed new missions and development opportunities. This paper starts with a prospect on forestry development in the 13 th five year period. In this period, ecological forestry and peoples＇ livelihood forestry should be developed as a whole, forest developmental goals need be upgraded to satisfy national strategy demand, and driving forces for forestry development should be originated from market oriented economic reform. Secondly, this paper describes characteristics of forestry professional cooperative in whole system, inner administration, management objects and spatial distribution.Thirdly, this paper states that forestry professional cooperative should be positioned as platform facilitating farmers＇ higher income consistently, and extended into platform for popularization of ecological civilization, agents of forest resource cultivation, and socialization service supplier. Finally, the paper proposes, such as continuation of market orientation mechanisam, reinforcement of demonstration and direction, and exploration of multiple policy support,for construction of forestry professional cooperative in the new five year period.
