摘要
目的：对2002-2014年云南省组织实施推广的使用安全套预防艾滋病工程进行效果评估,并对策略和机制进行概括总结。方法：采用美国国家疾病控制中心（USCDC）推荐的评估框架评估安全套的可得性、可及性和可获得性。结果：项目提高了安全套的可得性、可及性、可接受性和使用率。安全套免费发放及社会营销和市场销售量从2004年的1432万只增加到2013年的6100万只,增长了3.3倍,10年推广使用安全套总量达34 305万只,满足了安全套预防艾滋病的社会需求,对减少艾滋病经性途径传播起到积极作用。结论：经过10年努力,推广使用安全套预防艾滋病工程实现了由点到面、从微观到宏观、由隐蔽到公开、由被动到主动、由倡导到落实的转变,为全面遏制艾滋病经性途径传播,保障各族人民健康和云南省人口安全发挥了作用。
Objective：A national Condom Promotion Project for preventing AIDS was implemented from year 2002to2014 in Yunnan Province of China.An evaluation study was carried out to summarize the key strategies and mechanism.Methods：The study adopted both quantitative and qualitative methods to collect the relevant information,which included questionnaires,in-depth interviews,focus group discussion,and non participating observation.Availability,accessibility and acceptability of condom were evaluated based on the evaluation framework suggested by USCDC.Result：The project improved the availability,accessibility,acceptability and using of condoms.The number of condom distributing through free,social marketing and market sales had increased from 14.32 million in 2004 to 61million in2013,which had grown 3.3times.In ten years,the number of using condoms had been reached 343.05 million,which satisfied the social needs to prevent AIDS,and played a positive role in reducing the spread of HIV through sexual transmission.Conclusion：After ten years of effort,the Condom Promotion Project have been made a progress from point to surface,from micro to macro,from covert to open,from passive to active,from advocacy to implement and made a positive energy to curb the spread of AIDS through sexual transmission,guarantee the health and safety of the population in Yunnan,and promote the coordinated and sustainable development of economy and society.
