摘要
选用2009—2014年间天津市16个区县科技型中小企业创新基金执行情况数据,结合随机效应模型,分析创新基金项目对科技型企业研发队伍建设的影响。结果显示:科技型中小企业创新基金项目通过激发企业开展研发活动的兴趣,带动科技型企业优化人才结构和增加研发人员数量。
This paper selects the data of Innovation Fund For Technology-Based SMEs in 16 areas of Tianjin from 2009 to 2014to analyze the effect of Innovation Fund on the construction of RD personnel in enterprise by the random effect model.The results show that ST fiscal project such as Innovation Fund has significant positive effects on optimizing RD personnel structure and increasing the number of research personnel,which could be achieved through stimulating enterprises to carry out RD activities.
