摘要
随着中俄双边贸易规模不断扩大及俄罗斯电子商务消费群体迅速壮大,黑龙江省发展对俄电子商务具有得天独厚的地缘及政策优势,但同时也面临电子商务起步较晚、电商模式单一、相关法律法规不完善、在线支付不畅通等诸多挑战。提出加快对俄电子商务服务平台建设,优化电子商务模式,建立健全相关法律法规,加强电商从业人员队伍建设,实现对俄网上支付渠道畅通等对策建议。
With the expanding scale of bilateral trade between China and Russia and fast - growing consumer groups of Russia ＇e - commerce, Heilongjiang province has a unique geographical advantage and policy advantage that develops e - commerce with Russia. But at the same time, Heilongjiang province also face many challenges including that e - commerce start relatively late, the electricity business mode is single, relevant laws and regulations are imperfect, online payment is not clear. This paper proposed to speed up the construction of electronic business service platform, optimize the mode of electronic commerce, estab- lish and perfect relevant laws and regulations, strengthen the construction of electricity from personnel team, realize the online payment channels smooth.
