摘要
规范减刑、假释建议书对于规范刑罚执行工作具有程序性意义,有利于提升监狱形象和执法公信力,促进刑罚执行工作与监狱执法管理信息系统的深度融合。针对当前监狱提请减刑假释建议书存在的证据缺少、内容过杂等问题,梳理减刑、假释建议书的概念和特征,建议制作统一的建议书模板,并结合深化狱务公开的要求,具体对建议书模板设计、内容设定等进行规范。
Specification for commutation and parole proposal have programmatic significance in standardizing penalty execution work,it is beneficial to improve the image of the prison and the law enforcement credibility,promotes the depth integration between the penalty execution work and the prison law enforcement management information system. As requested for the current problems such as lack of evidences,content miscellaneous,we should make clear the concept and characters of the commutation and parole proposal reorganization,make unified proposal template,and standardize the form and content design of the proposal paper combining to deepen the prison affairs public action.
